Maybe it would make sense to provide the manuals too, perhaps in a
separate package.

E.g., there is a link on the right side of the screen that will first
try a local version, then try
http://www.wireshark.org/docs/wsug_html_chunked/index.html

Well, since wireshark is for deducing network problems, which might
indeed prevent one from getting on the network in order to read the
manual, perhaps having the offline one present might be a lifesaver.

Indeed, then no longer would each "help" button be booby trapped to go
on the network, fetching e.g.,
http://www.wireshark.org/docs/wsug_html_chunked/ChCapInterfaceSection.html
Indeed, we might not want any network traffic at that exact moment.
