Upgrade of many packages failes because of these errors:

insserv: fopen(K01exim4): Permission denied
update-rc.d: error: insserv rejected the script header

privoxy (3.0.15-3) ...  
procps (1:3.2.8-3) ...  
netbase (4.40) ...

and so on.

insserv hwclock.sh from util-linux package also fails.
