After resolvconf is installed it should somehow cause a running caching
nameserver (e.g., dnsmasq) to register its address (127.0.0.1) with
resolvconf.
Either that or resolvconf should, at installation time, notice that a
caching nameserver is running and temporarily add 127.0.0.1 to the list
of nameserver addresses.
Otherwise the nameserver will not register its address until the next
reboot; in the meantime resolvconf will not include that address in the
nameserver list.
