I have added ntp.conf.dhcp and *.elc to the default ignores list in
etckeeper.

Regarding other suggestions to ignore:

- passwd- etc: Currently the thinking is that these are worth keeping
  because they add little repo bloat, and admins tend to expect them to
  be present.
- sgml/catalog: Seems to be a legitimate conffile that someone could
  edit.
- alternatives files: While managed by a program, these are legitimate
  configuration that you would expect to have if checking out an /etc.
- default/ntpdate.dhcp: A policy violation; seems to have moved to /var
  in my version of ntpdate.
- X11/xdm/authdir/authfiles/*: Seems like a policy voliation of xdm to
  put non-conffiles here, but sure, added.
- resolv.conf: I wish I could ignore it, unfortuatly it is a genuine
  conffile on half of the classes of systems.
