Hello Phillip I had the same problem here, I noticed cacti requires php5 or libapache2-mod-php5, which is not installed in my Nginx setup. Only php5-cgi and php5-cli are installed. So I needed to install php5 first, and then you can install cacti without it depending on libapache2-mod-php5 (and this requires apache2).
