As ftp.tw.debian.org uses only ftpsync (see
http://www.debian.org/mirror/ftpmirror#how), the update is almost atomic
(all futures versions of files are downloaded, then moved in place when
it's done)

Jidanni:
- Please check whether there is some (transparent?) proxy on the
path to ftp.tw.d.o ? Such a proxy may deliver you older versions of
files that actually are up to date on ftp.tw.
- Do you meet this issues only with ftp.tw.debian.org ?

Andrew: do you confirm that *only* ftpsync takes care of the mirroring?
