Try freshly uploaded 2.16.1-1 -- I cannot reproduce your problem. I've
started firefox with foxyproxy being disabled. I can left-click to
bring foxy proxy GUI dialog with any possible option, or right click to
get a contextual menu where, once again, I can enable it no
problem.
