It's not really shocking.  It's depressing but it doesn't suprise me in
the least.

With situations like this you need to apply some common sense - if
policy is telling you to do something silly then it's much more sensible
to just ignore it (and even possibly work to make it more sensible) than
to follow it religiously.  Otherwise the result is usually that a
negative impression is created of the things you're trying to improve.

In any case, I'm just going to remove most of the contrib directory from
the tarball.  It's not shipped and it's not worthwhile spending time
creating an enormous copyright file to cover code which does not even
make it into the binary packages, it's more likely to confuse users
about the licensing than anything else.  I'm therefore removing the
block on the bug.
