Due to the way we handle octave-forge packages in Debian, yes.
Essentially, package files go under a directory specific to the
octave3.x package.

Yes, it turned out to be a bad solution. Getting back to just one octave
package is on my TODO list, but post-Squeeze.

octave-statistics is missing from the latest update round of
octave-forge packages due to test failures.
