This URL does not conform to RFC 3986:
        Because the percent ("%") character serves as the indicator for
        percent-encoded octets, it must be percent-encoded as "%25" for
        that octet to be used as data within a URI. 

Note the “must” - and this is not restricted to cases where it is not
followed by 2 hexadecimal characters.

Firefox is able to display lots of broken pages. It’s nice to be able to
do that, but it’s at best a minor bug.
