If you put <prgn> or <package> tags into a <sect> it will fail. This problem does not appear for other languages, only French. Perhaps the \NoAutoSpaceBeforeFDP is badly written? In any case, I have adjusted the French sgml source file to not use those two tags in section headings and it builds fine.
