Applications/Multimedia does not exist, see the menu subpolicy. About any applications that can deal with video can deal with audio since most video have a sound component, so "Multimedia" is meaningless. There is nothing that prevent a package to provide two menu entries, one in Applications/Video and one in Applications/Sounds (maybe even with differents settings) if the package is "known" as a sound-only player, but this is not the case for vlc.
