First purge man-db, then reinstall it.
No matter what man-db/install-setuid is, one could still get the
failure at

start-stop-daemon --start --pidfile /dev/null --startas \
/usr/bin/mandb --oknodo --chuid man -- --no-purge
Processing manual pages under /usr/share/man...
Updating index cache for path `/usr/share/man/man8'. Wait...mandb:
can't create a temporary filename: Permission denied

Because whatever directory you are attempting to write to already
exists and is owned by root I bet.

So dpkg bombs out.  Therefore your installation script must consider
this case.
