Looks like this is not an acceptable solution.
Unless there are other users which need an user-accessible /dev/rfkill
then gnome-bluetooth should deal with this by shipping its own rules
file (if at all!).

it is not appropriate and never has been. It just comes from a broken
gnome-bluetooth with a broken concept. You wanna limit this to root
level. And have a proper rfkilld daemon use it.
