Hmm... I cannot reproduce it (cherokee -t and cherokee-admin work correctly here). I am currently running 0.99.38 (and will soon upload 0.99.39), but I doubt that can be causing your problems. The automatically gathered information on your bug report shows libcherokee-mod-server-info (on which the main cherokee package depends) is installed.
Please update to 0.99.38 and tell me if the problem persists. Also, please send me a copy of your configuration file (anonymizing bits of it if you judge it as needed, as bug reports are public).
