Because /etc/udev/rules.d/80-usb_modeswitch.rules states: "If your
device is not "modeswitched" automagically by udev (it should),
[...]".  As I understand, modem-modeswitch is a replacement of
usb_modeswitch -- the same file indeed says "Since udev 146, a
modem-modeswitch program is provided and it does what usb-modeswitch
does, integrated in udev." -- and therefore should provide the same
functionality.
