It's been uploaded already (at the same time as apt-listbugs). However since it added new binary packages, it got stuck in NEW. http://ftp-master.debian.org/new/dpkg-ruby_0.3.3.html Sorry, I should have uploaded dpkg-ruby first and waited for it to be ACCEPTed before uploading apt-listbugs.
