After what I told you on IRC, i.e. one of the upstreams doesn't care enough to 
fix it, one of the other upstreams replied, stating that he happened with 
himself too, and now:

23:30 <adam7> Mine waits until wpa_cli reports COMPLETED to attempt a DHCP 
lease

Would you please enable debugging mode, and attach /var/log/wicd/wicd.log 
here?
