OK, you seem to have misunderstood my report, so I'll try to explain better.
My original report said this:

Most of what you wrote is correct. ginstall-info is the main program,
and it has a man page. However, the last thing you wrote is wrong. The
man page for ginstall-info says:
If the info and ginstall-info programs are properly installed
at your site, the command
info ginstall-info
should give you access to the complete manual.
This is incorrect: "info ginstall-info" finds no info documentation,
so just shows the man page. Instead, "info install-info" gives access
to the info documentation for install-info.
I hope this makes my bug report clearer.
