As the subject says, the dependency on libcurl3-gnutls instead of
libcurl4-gnutls-dev (I'm not sure why there isn't a libcurl3-gnutls-dev)
means that one cannot actually build a package that depends only on
libghc6-curl-dev:

  [...]
  /usr/bin/ld: cannot find -lcurl
  collect2: ld returned 1 exit status

I'm not entirely sure about this, but looking at other haskell libraries
like libgch6-pcre-light-dev and libghc6-cairo-dev show they depend only
the appropriate -dev packages.

I'm marking as important only because I have to manually add other
depends to my package to build inside pbuilder, which is an ugly
workaround - feel free to downgrade the severity.
