Why, that's simple. Because it has been hiding out there
amongst all the wishlist bugs, and I missed it in all the random
failed proposals and things under discussion.
I know it may be onerous for policy change proposers to
actually follow the documented policy process and change accepted
amendment bug severity, but it does help to ensure that your
amendment is not accidentally overlooked.
