I've discovered that while it was(and is) working with emacs, it only worked 
because that was a remote session.
ssh -X <ip> to anything (including localhost) allows my custom .XCompose to 
work, but it doesn't work without doing that.
I start X from the console, and use an .xinitrc to set my locale, export a 
coulple workarounds for mozilla things, and start my window manager.
If there's some workaround that would allow me to use my .XCompose without 
ssh-ing into things, that would be great.

Hopefully this helps with figuring out where the issue is.
