HTTP connections to localhost for dwww & lighttpd were refused after
netbase transitioned from 4.37 -> 4.40. Changing

        net.ipv6.bindv6only = 1

to

        net.ipv6.bindv6only = 0

in /etc/sysctl.d/bindv6only.conf and rebooting resolved the issue.
