On closer inspection, the problem appears to be an attempt to support
-j via DEB_BUILD_OPTIONS.  In debian/rules:

    # Support multiple makes at once
    ifneq (,$(filter parallel=%,$(DEB_BUILD_OPTIONS)))
    NJOBS := -j $(patsubst parallel=%,%,$(filter 
parallel=%,$(DEB_BUILD_OPTIONS)))
    endif

And later, lines like

    # system build
    $(MAKE) -C $(CURDIR)/system-build $(NJOBS)

If I remove these references to NJOBS, debuild -j4 works fine.
