As you can recognize from the file suffixes, that is freedesktop files, i.e. applicable to gnome and kde and things like that. Can you try putting something like the following into /etc/menu/e17 and call update-menus ?package(e17):needs="wm" section="Window Managers" \ title="enlightenment" command="/usr/bin/enlightenment_start" and let me know if that works?
