Yeah, I'm having this issue as well. Have been for a while, it's just finally getting me annoyed enough to start trying to solve it.
I'm using a completely current version of Squeeze. Sadly, I forgot to make a note of when this began. I did on one occasion briefly see a window claiming a policykit violation (too quick to read properly) before the X server shut down and then restarted. The following DOES work, however: log out, allow GDM to reload X and display, use the GDM shutdown action.
