Hello. Thanks for your report. The current version if ICU in debian, version 2.1, is absurdly obsolete. 3.4 is in beta testing right now. I'm preparing packages for the current version of ICU and don't intend to spend any energy fixing problems with 2.1. If you'd like, you can monitor the ICU package and notice when I upload icu 3.4 beta to experimental (or let me know and I'll just send you email). If you run into similar problems there, I will be able to report it upstream and more likely apply patches to it.
