Sounds likely. You'd be tempted to try to reduce that Depends to a Recommends, or just a Suggests. sepia-w3m.el could probably byte compile without w3m if a fake (provide 'w3m-perldoc) were insinuated in there when compiling, or maybe a condition-case around the require.
