Recommended means it's not mandatory, so the severity of this bug seems too high... Every package should have a section and priority which you can find in the Packages and Sources files. It can even be different from what's in the control file of the package due to overrides. The ones in the Packages and Sources files are the ones that matter. If it's impossible to import such a package in Ubuntu, it looks to me like a bug in the tool to import packages used in Ubuntu.
