dpkg-reconfigure etherconf should configure the system in a manner
that is consistent with the way that the Debian installer configures
the system

Although it is possible to operate with a FQDN as the system hostname,
this is not standard Debian practice.  The installer does not put a
FQDN in /etc/hostname and, e.g., the Debian Reference does not
recommend putting a FQDN in /etc/hostname.  So, etherconf should not
do this.
