Hi everyone having this problem,

Please read the bug report 557091, there is a fix. The problem is
that somehow old lines were taken over into a config file which have
to be purged.
We will write some code to fix it.
Search for the following lines in
/etc/texmf/fmt.d/10texlive-base.cnf
# The following added lines have been transferred from
# /etc/texmf/fmt.d/10texlive-base-bin.cnf
#They take precedence over earlier entries
etex pdftex language.def -translate-file=cp227.tcx
*etex.ini
pdfetex pdftex language.def -translate-file=cp227.tcx
*pdfetex.ini
They should be deleted. That are left overs from old-stable.
