GDCM is a cross platform implementation of part of the DICOM standard. As such it compiles on Win32 system where expat is not available, therefore a convinient copy is being shipped within GDCM. However GDCM is build on debian with GDCM_USE_SYSTEM_EXPAT, so the convienient copy of expat is NOT used. Closing issue.
