I think this is a devref thing, so I'm taking the liberty of reassigning
it accordingly.  Policy doesn't care what string you use, since it's not
an interface and software doesn't rely on the value of the string (other
than Lintian, but that's a special case).

Lintian's recommendation is to use a + because it sorts before a period if
upstream adds an additional level of version number.  Some people use a
tilde instead, which also works but has slightly different effects and
can't easily be used if you already uploaded the unmunged version.
