(The title should be self-explanatory.)

This would allow packages that depend on nc (such as xletters) to optionally
use ncat instead.

nc already has two alternatives (netcat-openbsd and netcat-traditional) so all
that would be needed would be to call `update-alternatives --install|--remove`
in the postinst|prerm scripts.
