today I had the same problem.
I updated my proftpd and wasn't able any more to get a directory listing.

After about 1 hour of research, I found the following solution.

Put the following line in your proftpd tls configuration file
TLSOptions          AllowClientRenegotiations
And all works as before.

I found no description about this option, I only found it be searching the 
profptd debian source code. So I think there should be a hint in the changelog 
ore somewhere else in the documentation.

So I'm sure its unsafe to enable this option, but for me it was the only way to 
get my server working as before the update.
