This is a bug (actually, an unimplemented feature) of the XmHTML widget,
so you should file the report against that package. However, the widget
has been long abandoned upstream... I once tried to implement the
missing scrollto functionality, but haven't had time/inspiration to
finish it. Probably I'll submit the patch anyway as is - it works, but
with some quirks still.
