The former. Emacs 23 has got mouse support on the Linux console, enabling features like resizing windows by dragging the modeline, clicking on links, displaying tooltips in the echo area etc. Unfortunately this breaks pasting text from and to other virtual consoles. If that is more important to you, you can disable gpm-mouse-mode (a global minor mode, see its docstring), giving you the same behavior as in Emacs 22 and other GPM-unaware programs.
