Yeah, I agree that recommending them all is probably too much, but I suspect that recomending a subset like ghostscript, ufraw, netpbm, and maybe groff-base (or similar) would be the set that people would commonly use, and the rest could be suggests. I know I certainly convert raw camera pictures and ps things more often than I muck with those other formats... but that's certainly a judgement call, and involves personal preference.
