But, the BTS can be helpful for users by showing "shadows" of
reassigned bugs [0], or by indicating common "non-bugs" and their
ultimate solutions [1], or by adding a new section to the BTS (besides
"opened" and "closed", I guess) for "current things which users might
find annoying, and their solutions" [2].

I guess what I am suggesting is that [1] and [2] have the same intent,
with [2] being the solution I prefer.  Allow maintainers to create and
modify a "FAQ", which includes common "non-bugs".
