The debian packaging for plplot is maintained in the upstream svn repository. This bug has been fixed there, but due to retirement of one of the plplot maintainers we are currently without a debian developer to actually upload the updates. I am a maintainer of the debian packages as well as a plplot developer, but I'm not currently a debian developer so I can't make the uploads. If there are any willing DD volunteers out there to help co-maintain the package I would be very grateful.
