Maybe ipv6 service is not available.
Are you check "/etc/inetd.conf" on the fingerd service machine?
For ipv4 and ipv6 services need 2 lines:

finger stream tcp4 nowait nobody /usr/sbin/tcpd /usr/sbin/in.fingerd
finger stream tcp6 nowait nobody /usr/sbin/tcpd /usr/sbin/in.fingerd

See man inetd.conf
