I think, I found situation, when problem happens. I got error 'too many files opened' for one of the torrents, and after that (I not sure, that EXACTLY after that) torrents stops to be picked up.
I'll now incresize limits for deluge, so, if this problem stops to apear, so this bug is related to fopen error with 'too many files'.
