When the dvorak keyboard mapping is active, the ctrl-c 
and ctrl-z (and all the other control keys) map to the 
QWERTY locations of C and Z and not to the dvorak 
mappings.

The actual layout in use is USA Dvorak.

This is under gnome.

This problem also occurs under gnome-terminal but NOT rxvt.

I am also using caps-lock and control key swapped, but that
does NOT affect this problem.
