Any of the above sizes may be preceded by a plus sign (`+'); this
causes the paper size given here to override any paper size given
in the dvi file.
If gphelp needs to override the size given in the dvi file, then it
must use a plus sign, otherwise it is broken.

First, the user shouldn't need "-t landscape -t a4", so that this
wouldn't be a problem. Moreover the user could still use the -T
option, for which the man page says "It overrides any paper size
special in the dvi file". And if the Debian package (and/or upstream
tarball) provides the .ps file, then the user shouldn't need dvips
at all.

The most important point is that by default, it should work.
Currently it doesn't always work.
