The LaTeX devanagari package conflicts with hyperref, as shown with the
following toy example:

\usepackage{devanagari}
\usepackage{hyperref}
\begin{document}

\end{document}
which yields the following output:

This bug is found with version v2.14 of devanagari.sty (currently in testing)
and is fixed in current v2.15 upstream (authors site and texlive 2009).
