Package: debtags

Naively attempting to add tags to one of my packages I invoked debtags
but got an error message as follows:

| ~$ debtags tag add lspowertweak system role::sw-utility
| Warning: Impossible to restore previous backup copy: No such file or 
directory Can't write to /home/broonie/.debtags/patch (SystemException)
| debtags: SystemException: No such file or directory Can't write to 
/home/broonie/.debtags/patch

This is the first time I've invoked the debtags command line program.
There appear to be two problems here: one is that the error message is
a bit obscure, the other is that I would expect debtags to create the
~/.debtags directory if it does not already exist.
