Well,

I have downloaded :

http://ftp.de.debian.org/debian/pool/main/i/iceape/iceape_2.0.orig.tar.bz2

and

http://ftp.de.debian.org/debian/pool/main/i/iceape/iceape_2.0-1.debian.tar.gz

Put the 2 archives in same directory, then I extracted the 2 files like this :

tar jxf iceape_2.0.orig.tar.bz2
cd iceape-2.0
tar zxf ../iceape_2.0-1.debian.tar.gz

This end with the debian directory created inside the 1st archive root directory.

After that, I 1st started the build like I do with all others :
fakeroot debian/rules binary

This end with the error in my 1st message

And also tested the other way :

dpkg-buildpackage -rfakeroot

Ending with the error in my last mail ...

Yes, this is a bug in dpkg-dev, which is fixed in git. Try again with
dpkg-buildpackage -b.

But how did you unpack the source, originally ?
