As far as I know, only pak64 and pak128.britain are available under a free license. Other paksets seem to ship without any license and thus cannot be re-distributed. I have filed an ITP for pak128.britain [1], but did not manage to upload it yet. There is a slightly outdated package available on Launchpad[2].
