I also have this problem with an up to date stable release (lenny).

I had excluded some false-positives (hidden heartbeat-files) and still
getting "empty" mails from cron which only contains the banner. Since
it's a production-server, i can't uninstall the heartbeat stuff to see
if the banner is still send out whithout excluded false-positives.
The problem exists on both heartbeated server.
