Bug#554530: No support for kernel L2TP

Ive done some testing and if xl2tpd is compiled with USE_KERNEL option 
enabled but
the kernel doesnt support it or the module isnt loaded then xl2tpd 
continues without
issue in userspace mode, writing the following in the logfile
xl2tpd[]: L2TP kernel support not detected.
